<p>21 families moved into new homes this week!</p>
<p>Delivering under pillars one and two of the Rebuilding Ireland Action Plan, Dublin City Council earlier this week took possession of the first phase of the St Helena’s rapid delivery housing project.<span id="more-2678"></span></p>
<p>A site adjacent to St. Helena&#8217;s Family Resource Centre was identified as being suitable to accommodate one of the DCC’s rapid build projects. Dublin City Council tendered for the provision of 40 houses on the site at St. Helena’s Drive, to be delivered via a design &amp; build contract.</p>
<p>The house types and design were based on the pilot project of 22 rapid delivery housing units in Poppintree, Ballymun and incorporated the lessons learned through that project.</p>
<p>St Helena’s was designed and built by ABM contractors. The development comprises 40 new homes, with a mix of two and three bedroom house types. Oversight and supervision was provided by DCC&#8217;s Rapid Build Team consisting of Architects, Engineers, Clerk of Works and Quantity Surveyors. Consultant architects O&#8217;Briain Beary acted as ER and Assigned Certifier for the works on behalf of DCC. ABM&#8217;s design team was led by Van Dijk Architects.</p>
<p>Manufacture and on-site construction commenced in October 2016. Partial off site construction for social housing can mean significant shortening of overall build times for projects, with this project being completed in 11-12 months compared to 20-24 months for a traditionally built scheme. Off site construction permits large sections of the build to take place in parallel rather than in sequence, and in addition, a higher level of quality control can be achieved due to factory controlled conditions.</p>
<p>The main structure comprises a light gauge steel frame, which is manufactured as panels off site and then brought to site for assembly. The houses feature high quality finishes externally, with a traditional brick main elevation, rendered finish block to side and rear, with a private rear garden. Triple glazed thermally broken Alu-clad timber windows and external doors are provided as standard. Internally the accommodation includes on the ground floor a recessed entrance, entrance hall, WC, kitchen to front with utility, and living/dining room to the rear. The first floor layout features two or three bedroom layouts depending on the house type, with a central bath room and hot press. Heating is by gas fired central heating and radiators. ‘Photovoltaic’ (PV) solar panels have been installed to the roof and will contribute to the reduction of electricity consumption.</p>
<p>The houses are A-3 energy rated, and are built to a standard fully compliant or in excess of current building regulations. They are also fully compliant with Development Plan and Department of the Environment space standards and are suitable as standard Dublin City Council housing stock.</p>
<p>The first families are already moving in and the next phase is expected for completion and occupation this October.</p>

<p>The first phase of Dolphin House Regeneration project is currently on site.</p>
<p><span id="more-2648"></span>This phase consists of the deep retrofitting of 3 of the existing housing blocks to provide 63 refurbished apartments and the provision of 37 new build units – 28 apartments and 9 houses – 100 units in total.  The retrofitting includes externally insulating the walls of the existing blocks to improve their thermal efficiency and the provision of lifts to make all units accessible.  Outdoor spaces will be landscaped and play areas provided within the courtyard areas. Work is proceeding well on site and it is hoped that residents will be able to move into the finished units in the summer of 2018. Work is already underway designing Phase 2 of the regeneration which will again consist of a mixture of retrofitting of the existing blocks and some new build infill.  It is envisaged that once the regeneration is complete, the existing Dolphin House community will have been re-housed in comfortable, retrofitted or new build accommodation and that additional units will also have been created for new residents.</p>

<p>Dublin City Council are currently in the process or providing a total of 130 housing units on 4 sites in its administrative area. The sites are located in Drimnagh, Darndale, Ballyfermot and Finglas.<span id="more-2633"></span></p>
<p>All of these units are designed to a high specification with A3 Building Energy Ratings, Solar Photo Voltaic Panels,  Triple Glazed windows, and a minimum 60 lifespan of all structural materials.Three building systems are being employed on these projects. Structural Insulated Panels are being used on the project in Cherry Orchard which are manufactured and almost fully assembled in Warren Point.Light Gauge Steel Framed Panels are being used in St Helena’s Drive and Mourne Road which are manufactured in Galway and assembled and completed on each site.Timber framed units are being used on the site in Belcamp which are almost fully assembled in Monaghan and delivered to site as ground and first floor ‘pods’ (see photo) which are craned into position with fully installed bathrooms and kitchens.Handover of the units is due to begin this summer, with the various systems achieving time savings of up to 50% over traditional construction methods.</p>

<p>‘Dangerous Buildings’ is a statutory section within DCC, under the direction of the City Architect, which is concerned with buildings, structures or sites deemed a danger to the public. It operates under the remit of the Local Government (Sanitary Services) Act 1964 as amended.</p>
<p><span id="more-2588"></span></p>
<p style="text-align: justify;">‘Dangerous Buildings’ work includes monitoring, inspecting, reporting, removing or making safe any building or structure perceived to be a danger within the Dublin City Council area. A team of four DB Inspectors monitor and respond to reports on a day-to-day basis. We do not take action under DB legislation without proper and expert consideration. This will range from undertaking structural engineering surveys and obtaining detailed Conservation Officer advice where appropriate. We will always look to undertake the least invasive works in making a structure safe and only undertake demolition in whole or in part when absolutely necessary. It is also important to emphasise that, under the DB legislation, we cannot undertake remedial works to a property beyond ‘making safe’.</p>
<p style="text-align: justify;">DB Notices are issued to the owners of properties advising necessary remedial action or, as a last resort, taking immediate action to remove danger and making safe. These Notices take the form of:</p>
<p style="text-align: justify;">DB.3 (black) – requires the owner of the property to carry out the described works necessary within 28 days;</p>
<p style="text-align: justify;">DB.2 (green) – requires the owner of the property to carry out the described works necessary within 14 days;</p>
<p style="text-align: justify;">DB.1 (red) – enables the DB Inspector to access the site with the necessary equipment and personnel to immediately make safe and eliminate danger at the property or structure. DCC DB will look to recoup any costs associated with the works from the owner on completion.</p>

<p>Ballymun Boiler House project has won the Green Construction Award at the <a href="http://www.greenawards.ie/">Greens Awards 2017</a>. The Ballymun Boiler house redevelopment was part funded under the EU WISER Life Programme.</p>

<p style="text-align: justify;">The Project successfully sought to retrofit the old Boilerhouse in Ballymun  by creating an educational space and innovative learning experience demonstrating excellence in building reuse, low carbon construction and sustainable development. The prototype &#8220;3D textbook&#8221; will promote positive behavioural change with regard to resource management .</p>
<p style="text-align: justify;">The retrofit of the building included using recycled materials from the old boilerhouse, with energy and water systems designed to conserve precious resources and demonstrate the latest research with regard to environmental sustainability. The centre will deliver targeted environmental workshops and education programmes for all ages and provide green services and products created on-site by waste reuse eco-enterprises.</p>

<p>DCC Beta began as a City Architects &#8216;10% Innovation Time&#8217; staff project in 2012 and later became a full City Architects project. In January 2015 was formalised at Dublin City Council corporate level.</p>

<p style="text-align: justify;">The fourth annual <a href="http://nzeb-opendoors.ie/">NZEB Open Doors</a> will take place during the weekend of 11th – 13th November 2016, where owners of low energy buildings will open their doors to the public nationwide. <span id="more-2447"></span>Supported by SEAI, the event will enable the public to visit examples of <a href="http://nzeb-opendoors.ie/about/">Nearly Zero Energy Buildings</a> (NZEB) in order to inspire them to aim for similar standards for their own building or renovation projects.</p>
<p style="text-align: justify;">
<p style="text-align: justify;"><a href="http://www.dublincityarchitects.ie/">Dublin City Architects</a> development of the amalgamation of existing bedsit units in Tom Clarke House Senior Citizens Complex will be one of properties open to the public to visit.  Planning for Tom Clarke House was granted through a Part 8 process in September 2015 and after appointment of a design team post planning, refurbishment work started in November, 2015.</p>
<p style="text-align: justify;">Tom Clarke House is a late-1950’s development comprising of 24 bedsit units, in three, two storey blocks with deck access situated in a U-shaped courtyard arrangement in a cul-de-sac, which has passive supervision from the adjacent 2-storey houses.</p>
<p style="text-align: justify;">The proposal consists of the amalgamation of two bedsits into a one bedroom dwelling unit to improve on the existing accommodation standards.  The proposed units are fully accessible at ground floor.</p>
<p style="text-align: justify;">The buildings were wrapped with external insulation, the attic and ground floor were further insulated to provide higher levels of comfort for the occupants as well as achieving higher energy ratings and reducing carbon emissions.  A demand controlled ventilation system was installed and best practice levels of airtightness permeability were achieved.  Key junctions were thermally modelled and a bespoke Y factor was calculated for each unit type.</p>
<p style="text-align: justify;">The previous BER ratings have been assessed at an average G rating and the refurbished units resulted in an 80% improvement to B3 and B2 BER ratings, within the criteria for NZEB existing building targets.</p>

A team of four DB Inspectors monitor and respond to reports on a day-to-day basis. We do not take action under DB legislation without proper and expert consideration. This will range from undertaking structural engineering surveys and obtaining detailed Conservation Officer advice where appropriate. We will always look to undertake the least invasive works in making a structure safe and only undertake demolition in whole or in part when absolutely necessary. It is also important to emphasise that, under the DB legislation, we cannot undertake remedial works to a property beyond ‘making safe’.</p>
<p style="text-align: justify;">DB Notices are issued to the owners of properties advising necessary remedial action or, as a last resort, taking immediate action to remove danger and making safe. These Notices take the form of:</p>
<p style="text-align: justify;">DB.3 (black) – requires the owner of the property to carry out the described works necessary within 28 days;</p>
<p style="text-align: justify;">DB.2 (green) – requires the owner of the property to carry out the described works necessary within 14 days;</p>

<p>DB Notices are issued to the owners of properties advising necessary remedial action or, as a last resort, taking immediate action to remove danger and making safe. These Notices take the form of:</p>
<p>DB.3 (black) – requires the owner of the property to carry out the described works necessary within 28 days;</p>
<p>DB.2 (green) – requires the owner of the property to carry out the described works necessary within 14 days;</p>
<p>DB.1 (red) – enables the DB Inspector to access the site with the necessary equipment and personnel to immediately make safe and eliminate danger at the property or structure. DCC DB will look to recoup any costs associated with the works from the owner on completion.</p>
